Proactive Orchestrator

The Proactive Orchestrator concept remains coherent as an event-driven router and sequence executor that composes existing skills with HITL governance and long-running flow support. Benefits include modularity, auditability, and avoidance of new global state. Risks are dominated by cross-tenant data exposure, supply-chain reliance on many downstream components, and potential idempotency and logging privacy gaps. With strong controls (data minimization, strict IAM, secret management, and rigorous testing of idempotency and retries), the design is plausible and acceptable; otherwise, operate with elevated monitoring and phased rollout.
