• Starting a new product or feature development cycle

Do NOT use when:

• Decomposing an existing PRD into issues (use plan-issue-tree)
• Writing a technical design doc without product requirements context
• Creating a bug report or incident postmortem
• The task is a small bug fix that does not need formal requirements
