The skill's pre-commit examples reference remote hook repositories (e.g. https://github.com/astral-sh/ruff-pre-commit, https://github.com/pre-commit/mirrors-mypy, https://github.com/pre-commit/pre-commit-hooks, https://github.com/psf/black) which are fetched by pre-commit at runtime and will execute hook code from those external repos, so external content is run and relied on for the pre-commit integration.
