The orchestrator explicitly spawns a kata-phase-researcher that uses WebSearch and WebFetch (references/phase-researcher-instructions.md tool_strategy: "WebFetch" and "WebSearch") to gather public/third-party docs and produce a RESEARCH.md which the planner consumes to make prescriptive planning decisions, so untrusted web content could indirectly inject instructions into the agent workflow.
