The skill runtime invokes remote packages/actions that execute code — e.g., running "npx semantic-release" which pulls packages from the npm registry (e.g. https://registry.npmjs.org and https://npm.pkg.github.com) and uses GitHub Actions like github.com/actions/checkout@v4 and actions/setup-node@v4 which are fetched and executed at workflow runtime — so these external endpoints are runtime dependencies that execute remote code.
