The skill explicitly requires fetching remote Markdown documentation at runtime (via mcp_microsoftdocs:microsoft_docs_fetch or fetch_webpage) which will inject content from learn.microsoft.com (for example https://learn.microsoft.com/en-us/azure/bot-service/bot-builder-debug-transcript?view=azure-bot-service-4.0) into the agent context and therefore directly controls prompts and is a required external dependency.
