Writing a codometer configuration

codometer.config.{ts,mts,cts,js,mjs,cjs,json,jsonc} is read from the path a run names with --config <path>, which is required — nothing is searched for and there is no default file. In this repository the workspace file is configuration/codometer.config.ts; a project's own is its codometer.config.ts. The named file is never merged with another: a merged limit that never applied to this folder would look exactly like one that did. format is the one field every configuration must set — there is no code-level fallback for it — and every other field is optional.
