Cross CR

Use this skill to hand a plan or an implementation to other agent CLIs (by default the opposite CLI) for an independent, read-only review. The host agent prepares a self-contained brief, the bundled runner starts the reviewer with a fixed read-only policy, and the host passes the result to cr-received as claims to validate.
